Hapoel Shlomo Tel-Aviv (Winner League) signed 34-year-old USA-Liberian point guard Joe Ragland for the new season. He is the second import player on the team, joining Danish player Noam Yaacov. Ragland was the best passer at Peristeri in the Greek GBL league, averaging 13.6ppg, 3.1rpg, 7.6apg, and 1.4spg in 32 games last season. He helped the team reach the semifinals and was named Eurobasket.com All-Greek GBL Newcomer of the Year. Ragland also played 19 games in the Basketball Champions League, averaging 15.2ppg, 3.6rpg, 8.9apg, and 1.0spg. He was selected League Player of the Week and voted to the Eurobasket.com All-Basketball Champions League First Team. Ragland previously played for Hapoel Holon for two seasons (2021-23).
Ragland has tried to make it to the NBA and played in the NBA Pro Summer League in 2012.
He is a very experienced player. Ragland has played professionally in Italy (Armani Milano, Cantu, and Avellino), Russia (Lokomotiv), Serbia (Crvena Zvezda), Spain (Murcia), Turkey (Pinar Karsiyaka and Darussafaka Lassa), and Israel (Hapoel Eilat).
He won the Israeli Premier League championship title in 2022. He received the Eurobasket.com All-Israeli League Player of the Year award and the Eurobasket.com All-Israeli League Import Player of the Year award in 2023.
Ragland graduated from Wichita State in 2012 and it'll be his 13th (hopefully lucky) season in pro basketball. He played also for North Platte Community College for one year.

Ragland is a super quick and energetic combo guard player. He is a very good outside shooter and scorer, with his powerful body making him effective on the defensive end as well. He has great upside, even at the Euroleague level.
